'Changing Practice'

The Local Compact, entitled 'Changing Practice' - pdf document is a statement of partnership between the public sector and the voluntary and community sector. It is a commitment to work together more closely, and to respect each other's rights and responsibilities.

Compact and Funding

Darlington Borough Council and EVOLution (CVS) hosted a joint event on 24th November to involve the sector in the development of a revised Compact which over 40 people attended. The event looked at the regional context and at an example of best practice from Hartlepool. This provided the springboard for round table discussions on what the Compact should look like in Darlington and how it should operate to support the development of a strong Third Sector.

Work to develop the Compact is being lead by the Executive Director at EVOLution and notes from the event will be distributed to the Sector to encourage debate on what the future Compact should do.  If you or your organisation would like further details about the Compact Review please contact Karen Grundy on 01325 266888.

The afternoon discussion on 24th November discussed the funding of the sector by Darlington Borough Council.  A presentation was given to inform the group of the current funding and discussion then took place about future funding support given within the financial constraints that we all face. The session included looking at both grants and commissioning and how to ensure the sector is supported in a way that builds capacity and meets the needs of local people. Notes from the audience will be typed up by EVOLution and distributed with the Compact Review notes.

Work will be ongoing in the new year to look at what changes should be made. Discussion will take place within the sector and also within the Council prior to criteria and processes being agreed. The Compact is the result of detailed discussions with officers from across all public sector departments, local organisations, elected members, voluntary organisations and smaller, grass roots community groups.  The document provides a framework to guide joint working and will be put into practice through a number of agreed actions.

The Compact supports the four visionary goals and with connecting themes of the Community Strategy.  These include making the Borough an area where prosperity is created and shared, a location for learning, achievement and leisure, a place for living safely and well and an area with a high quality environment with excellent communications links.

In its wording, the Compact recognises the importance of each type of organisation and the different environments in which they operate.  It seeks to open the channels of communication between the different groups so that each can achieve their own aims and objectives more effectively and help each other to work towards common goals.

The Compact helps to encourage greater openness and consultation between the public sector and local voluntary and community groups.  Key working practices include policy development and consultation, funding support and sharing resources, supporting volunteering and working towards clearer routes of communications between all groups.

The current Darlington Compact 'Changing Places' is under review and the new version will be published in December, taking into account the increase in partnership working across different sectors of the Darlington Partnership. A number of workshops have been held and these are informing the work of drafting a Compact for consultation in the next couple of months.
