Cabinet

We have a Cabinet which consists of nine Councillors consisting of the Leader and eight other Councillors and they are known as Portfolio Holders.  The Leader and Cabinet Members are appointed on an annual basis by Full Council and following their appointment, the Leader allocates the following Cabinet Portfolios:-

The Constitution details circumstances in which the Leader or a Cabinet Member can be removed from office including a change in political control of the Council.
 
The Cabinet makes decisions which are in line with the Council's overall policies and budget.  If it wishes to make a decision which is outside the budget or policy framework, this must be referred to the Council, as a whole to decide.
 
Cabinet has delegated authority to:
  • consider and make decisions on all statutory and non-statutory duties/powers of the Council, except in cases where those duties have been specificallydelegated to other bodies or Officers within the Council's Constitution or an issues which has been referred directly to Council from a Member body within the democratic arrangements
  • approve additional revenue funds up to a maximum of £250,000 in a financial year without reference to Council
  • approve virements between departments up to £200,000 in a financial year without reference to Council
  • approve capital schemes that have no financial impact on the Council.

In addition to the above, Cabinet  Members have their own specific responsibilities relating to their Portfolio together with a number of collective responsibilities.  Details of these can be found in Schedule 2 in the Responsibility for Functions section of the Constitution. 

Key Decisions

When major decisions are to be discussed or made by Cabinet, these are published in the Cabinet's Forward Plan in so far as they can be anticipated.  If these major decisions are to be discussed with Council Officers at a meeting of the Cabinet, this will generally be open for the public to attend, except where personal or confidential matters are being discussed.
