Workforce Information (updated as of 31 March 2011)

The following key workforce information has been updated in line with the Local Government Group’s Practitioner’s Guide ‘Transparency : Publication of Senior Salary Information’ dated November 2010.

This information will be updated at the end of each financial year in the interest of promoting local transparency:

The Council has been restructured during the 2010/2011 financial year. This has involved moving from four Departments to three Groups.

The four Departments were as follows:

  • Chief Executives
  • Corporate Services
  • Children's Services
  • Community Services

The three new Groups are now as follows:

  • Resources
  • Services for People
  • Services for Place

1. Senior Management Structure Chart as at 31 March 2011 [pdf document]

Darlington Borough Council implemented a new senior management structure from 1 January 2011.

Prior to this date, the Council’s main office decision-making body was known as the Corporate Management team (CMT).  This comprised of six senior officers, as follows:

  • Chief Executive
  • Assistant Chief Executive (Policy and Performance)
  • Assistant Chief Executive (Regeneration)
  • Director of Corporate Services
  • Director of Children's Services
  • Director of Community Services

The Council’s main officer decision-making body is now known as the Chief Officers’ Executive (COE).  COE works alongside and for the councillors elected to run the Council’s key public services and is responsible for:

  • managerial leadership and direction of the Council
  • providing the formal response to Cabinet policy direction and the development of corporate policy and initiatives for Cabinet consideration
  • co-ordinating and commissioning council-wide activity, planning and programme management

COE comprises of four senior officers, as follows:

  • Chief Executive
  • Director of Resources (Resources Group)
  • Director of People (Services for People Group)
  • Director of Place (Services for Place Group)

The names of the post holders and of the Assistant Directors in each Group are shown on the first chart, along with budgets (as at 1 April 2011).

The second chart expands on the first to show the remits covered by each Group.

This also includes a breakdown of salaries, expenses and pension contributions for senior managers.

Please note that some of the titles will have changed from those shown in the Senior Management Structure Charts due to the restructure that took effect from 1 January 2011.

The figures are provided by headcount and full time equivalent employees (FTE), gender, full time / part time status and including / excluding schools.

The headcount figure relates to the actual number of employees and the FTE figure relates to the number of full time equivalent staff.

7. Retirements

67 employees retired from Darlington Borough Council during the 2010/11 financial year.

The Council measures its performance in terms of the number of working days / shifts lost due to sickness absence per full time equivalent (FTE) member of staff.
