Governor Development Clerking Service

The purpose of Clerking Service for Governing Bodies is to assist Schools and Governing Bodies by providing a comprehensive, professional, administrative, advisory and legal support service to Headteachers, Chairs of Governors and Governing Bodies on matters of school governance.

The service aims to ensure that School Managers and Governing Bodies are supported, guided and assisted in fulfilling their legal, procedural and administrative obligations in respect of current Educational Legislation, and Statutory Duties.

The Service we offer is in line with the requirements of the National Training Programme for Clerks to Governing Bodies.

  • Advising the Governing Body about its powers, duties and responsibilities as defined in legislation
  • Have access to the appropriate legal advice, support and training
  • The preparation and despatch of the letter of invitation, agenda, minutes and background papers for the termly meeting
  • Attendance at, and the Minuting of, the statutory termly Governing Body meetings throughout the year
  • Recording all decisions accurately and objectively with timescales for any agreed action
  • Send draft minutes to the Chair and Headteacher for amendment and approval by the Chair
  • Keep a file of minutes agreed by the Governors for refence
  • Offering advice on procedural matters
  • Chair that part of the meeting at which the Chair of Governors is elected
  • Record the attendance of Governors at the meeting and take appropriate action re-absences
  • Maintaining Governing Body records including membership
  • The general administration of the Governing Body
  • Maintain copies of current terms of reference and membership of Committees
  • Ensure a register of pecuniary interests is maintained and held at the school
