The Council holds a range of information that relates to land and the environment. This information is held by a number of different Council teams. Further details of the information that is commonly requested and details how you can obtain it is set out below :
Local Land Charges Register
Information about obligations or charges relating to land and property that are enforceable against current and subsequent owners of land is available from looking at the Local Land Charges Register. This information is not normally available from looking at title deeds or from inspecting the land itself.
The Local Land Charges Register can be inspected at the Customer Services Department, Town Hall, Darlington, between the hours of 9.30 am and 4.00 pm Monday to Friday. In order help staff obtain the relevant part of the register in advance, you will need to provide the Land Charges team with a plan (highlighted in red) at least 24 hours before you would like to attend. The Land Charges team is usually able to offer you an appointment the next working day, subject to availability.

Planning Information
Information relating to the planning history and other planning related information (such as whether a property is in a conservation area) can be obtained from the Council’s Planning Services Team who are based at the Town Hall, Darlington at planning.enquiries@darlington.gov.uk
The team will respond to e mail requests for information and can also make the information available to be seen in person at the Town Hall by prior arrangement.
Building Control
Information about building approval applications, decision date, completion certificates and whether there have been any proceedings for breach of building control can be obtained from the Council’s Building Control Team who are based at the Town Hall, Darlington.

Environmental Health
Information about contaminated land and legal notices that have been served on a property can be obtained by contacting the Council’s Environmental Health Section, who are based at the Town Hall, Darlington.

Highways

Housing Conditions
Information about housing health and safety, such as whether houses in multiple occupation are licensed, subject to enforcement notices can obtained from the Council’s Private Sector Housing Team who are based at the Town Hall, Darlington.

Charges and response times
There are no charges for providing access to any of the above information and staff will seek to respond to enquires as soon as they reasonably can. You are requested to seek to be reasonable in the nature and ambit of the enquiries made and appreciate that more detailed and volume based enquiries will take longer to respond to. Response time will also depend on the demands of other work being dealt with by the relevant staff.
