Everyone’s needs for care and support are different. To identify what a person's needs are, it is necessary for Adult Social Services to carry out an assessment to identify:
What a person can do for themselves
What problems or difficulties they might have
Decide with them what help or services will be suitable to support them
All Social Care services in England are required to follow government guidance “Fair Access to Care” (FACS) when assessing people’s needs for support, to ensure that everyone is assessed for services in a fair way.
The rules which are used to decide who gets help and support are called eligibility criteria and are used to ensure that everyone receives the right level of support to meet their needs.

Every year, as recommended by the government, the Fair Access to Care rules that each local authority have followed should be reviewed to make sure that they are still being applied in a fair way to everyone undergoing an assessment.
