Improving the quality of life for everyone in Darlington is a key aim of the Council. The Council works  in partnership with the Health Authority and the Primary Care Trust on many projects while its Social Services was recognised as the second fastest improving social services in the country in 2001. Harewood House Resource Centre, which provides a one-stop-shop for disabled children and their families has also won praise from the Department of Health. The Council has a range of schemes and services that encourage healthy lifestyles and also help older people to live independently in their homes for longer. First class recreational facilities at the Dolphin Leisure Centre, Stressholme Golf Course and Eastbourne Leisure complex offer a range of sporting and leisure activities.
