What is a Leaseholder?

Leaseholders are people who are buying or have brought their Council flat from Darlington Borough Council, someone who has bought a flat from a leaseholder of Darlington Borough Council and takes over the lease or someone who inherits the lease in a will.

Leasehold ownership of a flat is simply a long term tenancy and the right to own a flat for the term of a lease.

What is a Freeholder?

Darlington Borough Council is the freeholder, as they own the building in which you live.

Darlington Borough Council manages the housing and is responsible for looking after the structure, exterior and common areas of the block.

Have your Say

Leaseholders living in properties formerly owned by Darlington Borough Council are being given the chance to express their views on services.

The Housing Service has been providing Council tenants with the chance to shape the services they receive through the Tenants' Board and the Task and Finish Groups, but until now no groups have existed to give the same opportunities to leaseholders.

A new initiative to start a leaseholders' group aims to change this.

How and when will the Group meet? 

How the group will meet, depends on how many people want to get involved and how they want to work with the Housing Service.  It may be that members would want to meet

  • regularly - say on a quarterly basis
    to discuss issues and receive presentations from Council staff.
  • infrequently - or not at all
    Conducting its business by telephone or through e-mail.
