Housing Information - Change of CircumstancesIf you are a Council tenant or on the Darlington Borough Council Housing Waiting List, we need to know about your change of circumstance. Rolling Registration What is the electoral register?The electoral register is the list of everyone who is registered to vote. You must be on the register to vote at elections. You are not automatically registered, even if you pay Council Tax. You can register to vote at any time. If you’ve moved house, or if you have changed your name, then you should fill in a rolling registration form.
