Strategic Housing Land Availability Assessment
What is a Strategic Housing Land Availability Assessment (SHLAA)?
The Darlington SHLAA is an assessment of the potential of a borough to accommodate housing development over a period of 15 years from the date of adoption of the LDF Core Strategy (anticipated to be 2010).
The SHLAA will form part of the evidence base for the emerging Local Development Framework (LDF), and inform the identification of potential new housing sites to be allocated in the LDF. The SHLAA however, does not in itself determine whether a site should be allocated for housing development; this will be done in a subsequent Development Plan Document (DPD).
The policy context to SHLAAs is provided by Planning Policy Statement 3 “Housing” (PPS3). PPS3 sets out a new policy approach for housing, including the identification of sufficient land for the plan period of 15 years, ensuring that the first 5 years of sites are allocated and developable and that the 5-year supply is maintained as sites are developed out.
SHLAA Update 3 Autumn 2011
This third annual update to Darlington's Strategic Housing Land Availability Assessment (SHLAA) was published in January 2012. As with the previous updates, it identifies and assesses new potential housing sites, and where appropriate, uses new information to amend the assessment of sites identified in previous SHLAA exercises. Information on SHLAA sites was then added to new data on housing completions and new sites with planning permission in order to again build a comprehensive and accurate picture of housing delivery in future years. Submitting sites for assessment
To submit a site in Darlington Borough for assessment in the 2011 SHLAA Update, please download the Assessment Pack [word document], fill it out to the best of your knowledge, and send it to the email or postal addresses given below. Please also send a map with the boundary of the site for assessment clearly outlined in red. Work on the 2011 Update is due to start in late Summer/early Autumn.

SHLAA update 1 Autumn 2009
The first annual update to Darlington’s SHLAA was published in December 2009. Information on SHLAA sites was then added to new data on housing completions and new sites with planning permission in order to build a comprehensive and accurate picture of housing delivery in future years.
