Joint Minerals and Waste Development Plan Documents for the Tees Valley

  
In September 2006, the Tees Valley Joint Strategy Unit (JSU) appointed consultants, Entec UK Ltd, to prepare two Joint Minerals and Waste Development Plan Documents (MWDPDs) for the five local authorities of the Tees Valley area (Darlington, Hartlepool, Middlesbrough, Stockton and Redcar & Cleveland).

The MWDPDs will consist of a Core Strategy Development Plan Document (DPD), and a Policies and Sites DPD.  The MWDPDs will pass through the various stages of preparation over the next two years, with adoption of the documents expected in 2010.  When adopted, the MWDPDs will form part of each individual authority’s Local Development Framework.

The first stage of the preparation process was the production of an Issues and Options report, which identified the issues which are relevant to minerals and waste planning in the Tees Valley, and provided options for how these issues can be dealt with.  The report was published for public consultation in May and June 2007.

Recent Consultation - Preferred Options

The second stage of the work was the production of Preferred Options reports.  These took into account comments already received, and other work undertaken on the project, to identify which options are the preferred ones for dealing with the issues in the Tees Valley.  The Preferred Options were published for public participation from 28th February to 9th April 2008   The formal statement of proposals matters can be viewed here:

Sustainability Appraisal

The DPDs are subject to a Sustainability Appraisal which will provide advice on what the most sustainable options are and help to ensure that the documents conform with the principles of sustainable development.  An Environmental Report was produced on the preferred options.  The full report (large file) and a non-technical summary can be viewed by following the links below:

The Next Stage – Submission

The five local authorities intend to submit the Core Strategy and Policies and Sites DPD’s to the Government in Spring 2009.  Before doing so they will make the proposed submission documents available on the internet and at their main offices.  This is expected to be in late January 2009.

A six-week period will be allowed for representations on the documents to be made.  Representations should be confined to issues of the soundness of the documents; those which will be taken into account at public examination held by an independent Inspector.

Please note that there will not be a stage for consultation on the DPDs in general: that stage has now passed.
