Planning is not the same as Building Control

Differences

Generally speaking, Building Control deals with buildings in terms of their functionality and structure, whereas Planning considers their context within the local environment.  Some of the main differences are summarised as follows.
 

Planning

Planning is concerned with:

  • how a development looks
  • how it fits with its surroundings
  • how it affects the local neighbourhood and community
  • effects on traffic
  • effects on residential amenity
  • effects on the historic environment
  • effects on the natural environment
     

Building Control

Building Control covers:

  • structural soundness
  • drainage
  • ventilation
  • health and safety aspects
  • energy efficiency
  • ease of access
  • facilities for the disabled
     

Planning Permission & Building Control Consent

Planning Permission and Building Control Consent are sometimes confused.  Many new developments require both.  However, not everything that requires planning permission needs building regulations approval, and vice versa.  These two types of permission are dealt with independently and by separate teams within the authority.  You may need to check with the department if you require clarification of what forms of approval are required.  For guidance on planning permission, see Do I Need Planning Permission?
