Prolific and other Priority Offenders
Nationally it is estimated that 10% of offenders commit over 50% of serious crime. This group is not static, young people enter the group as others leave or serve sentences. By targeting the most prolific offenders Darlington CDRP aims to reduce crime.
There are three strands to the Prolific and Other Priority Offender Programme.
1. Prevent and Deter - stop people offending in the first place.
2. Catch and Convict - actively tackle those who are already prolific offenders.
3. Rehabilitate and Re-settle - provide supportive interventions, e.g. accommodation, treatment, employment and education to give alternatives to the cycle of re-offending.

CDRP Activity
The CDRP has developed a system is used to identify those individuals who should be part of the scheme, based on the amount, and type, of crime and anti-social behaviour they exhibit and the effect it has on the community around them. Each individual is then dealt with on a case by case basis, agencies in the CDRP meet every two weeks to discuss progress and establish any additional interventions are needed or might help.
The programme is led by the CDRP, with emphasis on a multi-agency approach with Police, Council, Crown Prosecution Service, Prisons, the Youth Offending Service and Probation working together, with the Local Criminal Justice Board, to effectively catch, convict, monitor and manage these offenders in the community or custody and work towards rehabilitating them.
