Transport Policy

Transport Strategy and Commissioning is part of the Council’s Place Department and has a responsibility for the following areas of policy:

The team is responsible for developing and implementing the Local Transport Plan. The current Transport Plan is the Third Plan and covers the period 2011-2026

An Implementation Plan has also been produced and is agreed by Cabinet on an ongoing basis. The Plan will be reviewed as appropriate and the Implementation Plan will be developed within the funding allocation from the Department for Transport.

First Local Transport Plan and Progress Reports

The first Local Transport Plan covered the period 2001-2006

All the above strategies are reviewed at the end of every financial year and an Annual Progress Report is produced, recording progress on implementation, expenditure and achievements against targets.

Transport and Highways issues are discussed at the Transport Forum which meets quarterly.  Members of the public are welcome to attend and further details can be obtained by contacting the Transport Policy Section or checking the times and dates of the Forum meetings on the Democracy section of the website under Meetings Agendas, Minutes and Reports. The Darlington Cycle Forum is chaired by the Council and attended by members of the public.  It discusses proposals for the expansion of the existing cycle network (including National Cycle Network) and any works that relate to cycling in general.  There is a Cycling Strategy in place for the authority, which provides the framework for the implementation cycling infrastructure, training, information and event promotion. In  2005 Darlington was selected as a Cycling Demonstration Town by Cycling England, underpinning the potential for cycling in Darlington.

Sustainable Travel to School Strategy [pdf document]

Do the Local Motion

Darlington is one of three towns selected as a Sustainable Travel Demonstration Town. The project, which is called Do The Local Motion, encourages residents and visitors to travel by bus, bike, or on foot more often. Cycling Demonstration Town

In 2005 Darlington was also one of six towns selected as a Cycling Demonstration Town (Darlington is the only town which is both a sustainable travel demonstration town and a cycling demonstration town).

Local Sustainable Transport Fund

In April 2011 Darlington submitted a bid to the Department for Transport for funding to further develop the Local Motion initiative, with a new focus on public transport, being more inclusive (rural areas, disabled people) and a joint approach with Durham County Council to have a high quality public transport corridor between the two areas, improving access to employment and reducing the carbon emissions from transport.
