Local Development Framework for Darlington

Work is underway to prepare a Local Development Framework (LDF) for the Borough, which will gradually replace the existing Borough of Darlington Local Plan.  The LDF will comprise a number of separate documents.

Core Strategy: The Darlington Core Strategy Development Plan Document was adopted on the 6th May 2011.  To view this document, the Inspectors Report and any other associated documents, please visit the Core Strategy webpage.

Making Places Development Plan Document: will identify new sites for housing, employment, shops, open space, sports facilities and other infrastructure as well as identifying those unique parts of the Borough that will be protected from new development. Development limits for the urban area and all the villages will also be established. It will also set out detailed planning policies that will help assess planning applications. This document is in the early stages of preparation.

Eastern Town Centre Fringe Area Action Plan DPD: Work has commenced on the Eastern Town Centre Fringe Area Action Plan.  It will provide detailed policies and site allocations, and will be used to guide decisions on planning applications.

Tees Valley Minerals and Waste Core Strategy and Policies and Sites Development Plan: Darlington Borough Council formally adopted its Core Strategy Development Plan Document on the 15th September 2011. The Minerals and Waste Core Strategy DPD contains the long-term spatial vision and strategic policies for minerals and waste developments.

Annual Monitoring Report

Councils are required to publish an annual report outlining progress in preparing their LDF and in implementing existing planning policies.

The new planning system places greater emphasis on community involvement.  The Council's policies for this are set out in the Statement of Community Involvement (SCI).

The Affordable Housing SPD was the first SPD to be adopted by the Council in April 2007. A revised design of New Development SPD was adopted in June 2011.

A Planning Obligations SPD is also being prepared.

The Local Development Framework will be supplemented by non-statutory planning policy documents adopted by the Council and supported by an evidence base to help identify opportunities, constraints and issues for Darlington.

An Open Spaces Strategy was adopted in March 2007.
