Time Line

 

The budget consultation will run from Friday 12 February 2016 to Tuesday 31 May 2016.

Outlined below are some key stages in the decision making process.

11 February 2016

A Special Cabinet took place where cabinet members agreed the proposals that are now being consulted on.

12 February 2016 Public consultation begins
25 February 2016

Special Council

  • Councillors review the proposal to increase Council Tax to 3.99% and decide whether to implement the increase. 

16 March 2016

Public Meeting

  • There will be two public meetings involving the Leader of the Council and Cabinet members who will explain the proposals and answer questions from the public.
  • Location: Dolphin Centre (Central Hall)
  • Time: The first session will begin at 2pm. The second session will begin at 6pm.

Special Cabinet

  • A Special Cabinet will consider the feedback from the consultation and agree the proposals that will be put forward to a full Council (attended by all councillors) for approval and implementation.

Members of the public are welcome to attend this meeting. 

 

This is a formal meeting of Cabinet members to agree the proposals that they will be recommending to Council on the MTFP. This is not a public consultation event but a decision making meeting for Cabinet members, however given the widespread public interest and strength of feeling about the proposals there will be some opportunity for representations to be made by the public.

The Council has been engaged in consultation since the proposals were announced in February, including a number of public consultation meetings, a number of one to ones with the Leader and Cabinet members, smaller consultation meetings and through other media. All of the information gathered as a result is contained in the cabinet papers.

 

The opportunity for people to make representations at Cabinet will be limited to approximately 30 minutes so that Cabinet members have enough time to discuss and agree the proposals that will be made to Council. Members of the public can make representations about the proposals, but in order to allow the maximum participation we are looking at setting an upper time limit of 3 minutes per representation. We also want to ensure that people are able to make representations on the broad range of proposals and to do this, decisions may need to be made limiting further representation on specific proposals that have already been subject to representations at the meeting.

To help with the organisation of the meeting if you want to attend the meeting and make representations it would be helpful if you could contact us in advance of the meeting. Special Council

  • A Special Council meeting will consider the proposals and feedback, and will approve the budget by deciding which proposals to implement.
  • Location: Council Chamber (Town Halll)
  • Time: 6pm.

The opportunity for the public to make representations will be limited to approximately 30 minutes so that Members have enough time to discuss and make decisions. Implementation begins

The proposals will begin to be implemented. The timing of any change will vary depending on how complex the changes are. Some things may change very quickly; others need time to put into action.
