Houses in multiple occupation guidance supplementary planning document

A Supplementary Planning Document (SPD) has been produced.

• The document should help ensure Houses in Multiple Occupation (HMO):
• Contribute positively to standards of accommodation

Reduce detrimental impacts on amenity and impact on the environment.

The document helps interpret the Darlington Local Plan (Policy H8).

It sets out guidance and good practice for planning applicants to enable the delivery of better planning proposals. 

Consultation process

The Draft HMO Guidance SPD will be out to public consultation for a four week period.

This will run from 10 April to 08 May 2026.
