Rose Rouse

I am the Council’s most senior officer and its Head of Paid Service. I provide overall leadership and direction for the organisation, ensuring all services work together effectively and that we meet our statutory responsibilities. I advise councillors on policy and strategy and work closely with the Leader and Cabinet to shape the Council Plan and make sure our teams are equipped to deliver it.

A significant part of my role also involves representing the Council externally. I lead key partnerships across the borough and the wider Tees Valley, working with a range of organisations to secure investment, influence regional priorities and ensure Darlington and its residents benefit from future plans and opportunities.
