Disabled Facilities Grants and Regulatory Reform Order Policy Consultation Darlington Borough Council is reviewing its Disabled Facilities Grants Policy and proposing to introduce a new policy of Housing Assistance under the Regulatory Reform Order (Housing Assistance) (England and Wales) 2002, (RRO) which will enable the Council to maximize the use of the Disabled Facilities Grant. We are seeking the views of older and disabled people and other stakeholders on these proposals. Draft Tree & Woodland Strategy 2021-2031 The draft Tree and Woodland Strategy [pdf document] sets out the framework through which the trees of Darlington can be both protected and enhanced for future generations. This strategy is intended to act as a point of reference for the public, Councillors, officers and professionally interested people to enable informed discussion and to establish a clearer, consistent and more structured approach to the issues affecting trees in our Borough. Proposed Submission Local Plan (Regulation 19)

A new development plan for long term investment and growth for Darlington is being prepared, for the period up to 2036. It will set out where significant new development should go and will include policies to protect valued environments and heritage, and ensure liveable places.

The Proposed Submission Local Plan (Regulation 19) representation period will run from Thursday 6 August 2020 for 6 weeks until 5pm on the 17 September 2020. This is the final chance to have your say on the plan before it goes to the Government for independent examination.

Council Plan 2020-23

The draft Council Plan for 2020-23 sets out our proposed vision for the years ahead and the key actions we will take to achieve that vision. You can read the draft Council Plan and let us know your views by completing this survey [EXTERNAL LINK].
Cabinet members have filmed a series of video clips explaining how their areas fit into the Council Plan. The consultation runs until February and councillors will consider feedback at a meeting later in the year.

Whinfield primary school admissions consultation

When changes are proposed to admission arrangements, all admission authorities must consult on their admission arrangements (including supplementary forms) that will apply for admission applications for the following school year at the normal point of entry. Where the admission arrangements have not changed from the previous year there is no requirement to consult subject to the requirement that admission authorities must consult on their admission arrangements at least once every 7 years, even if there have been no changes during that period.

Medium Term Financial Plan 2020-24

Our proposed Medium Term Financial Plan (MTFP) for 2020/21 to 2023/24 will be going to Cabinet on 7 January 2020 for initial discussions, and will return to Cabinet for formal consideration on 11 February, after a period of public consultation. Full Council will be asked to approve the MTFP on 20 February.

The plan shows the Council remains financially stable for the next four years and it underpins the delivery of the proposed Council Plan 2020-23. If approved, in addition to ensuring core council services can continue to be delivered, it proposes to invest additional money over the period into community safety (£550k), maintaining an attractive street environment (£600k), the town centre (£500k), and neighbourhood renewal (£150k). To enable continued delivery of the council’s core services along with the items listed above, the plan proposes to increase council tax by 2% and also apply a 2% social care precept the government has allowed, to help fund the increasing cost of social care supporting the most vulnerable members of our community, giving an overall increase in council tax of 4%.

Feedback from residents and businesses have shaped these updated plans and we would welcome your views once more. Proposed Public Space Protection Order – Dog Control

Darlington Borough Council is proposing to replace all current Dog Control Orders to Public Space Protection Orders (PSPO’s) due to a change in legislation. As part of this the Council are proposing some new PSPO’s for dog control.
