0-19 years service section 75 agreement

Background

Section 75 Agreements are designed to improve the experience of services for the people who use them.

They enable NHS organisations and Local Authorities to delegate functions to one another (where one organisation exercises an agreed function on behalf of another).

The intention of the partnership arrangement is to offer flexibility to support better co-ordination and innovative approaches in services.

We believe that the most effective way of improving health and wellbeing is for Darlington Borough Council to work collaboratively with its NHS partners.

A Section 75 agreement with the 0-19 Service will be in place for 8 years and is due to commence on 1 October 2022. 

The Council and its NHS partners are working very closely to design, plan and monitor these services.

These agreements describe the partnership agreements and strengthen the existing governance framework for joint working.

The Trust

Services changes

The services included in the partnership arrangements are;

  1. Health Visiting Service offers every family screening tests, immunisations, developmental reviews and information and guidance relevant to young families. These services support effective parenting and healthy choices that enhance health and wellbeing.
  2. School nurses support children and young people aged 5-19 attending school in the local authority area. The service is responsible for child health surveillance, health promotion, health protection, health improvement and support.
  3. The Healthy Child Programme has a statutory duty to deliver the following services to all families in Darlington;
    • National Child Measurement Programme,
    • Vision Screening,
    • Antenatal health promotion,
    • New baby health visit,
    • 6 - 8 week health assessment,
    • 1 year health review,
    •  2-  2½ year health review.

There will be no change in services provided as a result of the proposed Section 75 agreements.

The agreement will better enable partners to continue to work together and with other service providers to improve service delivery.

The proposed Section 75 Agreements will not change the delivery models. The Council will continue to work with HDFT to continue to improve services.

Monitoring and staff

Monitoring

The Section 75 agreements are monitored and reviewed regularly, both through the provision of information and data about activity and outcomes and through performance meetings which are held regularly throughout the year.

Changes for staff

The new Section 75 agreements do not change the current employer, terms and conditions or job descriptions for any staff.

What next 

We will ensure that the comments which you have made are reflected in the final report that will be considered by the Council’s Health and Wellbeing Board and the Board of Harrogate and District NHS Foundation Trust before they make a final decision about the proposed partnership.
